- The Board of Nursing, in coordination with accredited organizations and the Department of Health, must develop comprehensive nursing specialty programs.

- Regular reporting to joint committees on human resource development cooperation is mandated.
Powers and Functions of the Board of Nursing
- Empowered to prescribe, adopt, issue, and promulgate guidelines and regulations for nursing practice improvement and enforcement of the Philippine Nursing Act.
Objectives of the National Career Progression Program
- Promote global comparability and competitiveness of Filipino nurses.
- Facilitate progressive nursing competency development at post-basic, graduate, and post-graduate levels.
- Provide harmonization policy frameworks for continuous learning through CPE programs aligned with professional competencies.
- Create structures and mechanisms for rational career development pathways comparable internationally.
Adoption and Implementation of the Policy Framework
- The Board formally adopts the Policy Framework annexed to the resolution.
- Any inconsistent prior policies are amended, modified, or repealed.
- The resolution takes effect 15 days after publication in the Official Gazette or a national newspaper.
- Dissemination and implementation responsibilities are assigned to all concerned agencies and organizations.

- The Board and involved agencies must ensure proper implementation and monitoring.
