The State assumes responsibility for the protection and improvement of the nursing profession by instituting measures that result in relevant nursing education, humane working conditions, better career prospects, and a dignified existence for nurses.

It requires nurses to maintain competence through continual learning via continuing professional education provided by accredited or recognized professional nursing organizations, subject to Board approval.

The Board, in coordination with accredited professional organizations, recognized specialty organizations, and the Department of Health, must formulate and develop a comprehensive nursing specialty program to upgrade the skills and competence of specialty nurse clinicians.

Beneficiaries are obliged to serve in any Philippine hospital for at least two (2) years of continuous service.

Training costs for government hospital nursing staff are charged equally to the Philippine Charity Sweepstakes Office (PCSO) and the Philippine Amusement and Gaming Corporation (PAGCOR), released to the Department of Health under proper accounting and auditing procedures.

It aims to provide partnerships and information exchange, establish evidence-based nursing policy development, implement learning and development systems, set up a nursing expert pool, develop resource mobilization mechanisms, institute monitoring and evaluation systems, and report to joint committees on human resource cooperation.

The Board is empowered to prescribe, adopt, issue, and promulgate guidelines, regulations, measures, and decisions necessary for the improvement of nursing practice, advancement of the profession, and enforcement of the Nursing Act.

1) Promote global comparability and competitiveness of Filipino nurses via developmental nursing competency standards; 2) Provide harmonization policy frameworks for continuous learning and training programs; and 3) Create structures, mechanisms, and processes for rational nursing career development pathways aligned with global standards.

It takes effect fifteen (15) days after its complete and full publication in the Official Gazette or any major daily newspaper of national circulation in the Philippines.

They are amended, modified, or repealed according to the general directions set forth by this Resolution.
