Annual Aid to Music and Cultural Promotion

The Music Promotion Foundation’s objectives under Republic Act No. 3042 are pursued pursuant to Republic Act Numbered Thirteen hundred and seventy (Section 1).
Republic Act Numbered Twenty hundred and eighty-six is expressly repealed (Section 2).

Section 1 appropriates PHP 400,000 annually as aid to the government’s Music Promotion Foundation for the prosecution of the Foundation’s objectives under Republic Act Numbered Thirteen hundred and seventy.
Section 1 requires that PHP 200,000 of the annual appropriation be given as aid to any Filipino cultural group engaged in the study and dissemination abroad of Filipino folk arts, music and dances.
The cultural group must have gained national or international recognition and must be designated by the President of the Philippines as the official cultural representative of the Philippines abroad (Section 1).

Aid to a cultural group is limited to the necessary transportation expenses of members from and to the Philippines and overseas transportation expenses from one continent to another as may be necessary to fulfill contracts (Section 1).
No aid is granted unless the cultural group applying has an existing contract with a reputable impresario who previously arranged for the performance or exhibition abroad of the cultural group (Section 1).
The impresario must guarantee, among other things, to defray all inland travel and living and incidental expenses of the cultural group members while abroad (Section 1).

Section 3 provides that Republic Act No. 3042 takes effect upon its approval (June 17, 1961).
