RA 3042 appropriates annually the sum of Four Hundred Thousand Pesos, taken out of any funds in the National Treasury not otherwise appropriated.
The Music Promotion Foundation, for the prosecution of its objectives pursuant to Republic Act No. 1370.
Two Hundred Thousand Pesos of the annual appropriation is allotted as aid to any Filipino cultural group.
The group must be engaged in the study and in the dissemination abroad of Filipino folk arts, music and dances, has gained national or international recognition, and may be designated by the President as the official cultural representative abroad.

Aid is limited only to necessary transportation expenses of members from and to the Philippines, and overseas transportation expenses from one continent to another, as necessary to fulfill contracts.
The law limits aid to transportation expenses only; other costs like inland travel and living are to be defrayed by the impresario pursuant to the contract requirement.
No such aid shall be given unless the cultural group applying has an existing contract with a reputable impresario who previously arranged performances/exhibitions abroad.
The impresario must guarantee, among other things, to defray all inland travel and living and incidental expenses of the members of the cultural group while abroad.
The impresario must have previously arranged for the performance or exhibition abroad of the cultural group.
The impresario contract and guarantees stated in Section 1 are expressly tied to “such aid to any cultural group.” The Foundation’s aid is tied to the prosecution of its objectives under RA 1370.
Section 2 repeals Republic Act No. 2086. In general, repeal removes the legal force of the earlier law (or provisions) inconsistent with the new statute.
It takes effect upon its approval.
It is a targeted annual appropriation intended to support music promotion through a foundation and to support cultural groups promoting Filipino folk arts, music, and dances abroad.
