Corporate powers include suing, contracting, property ownership, and common seal.
Powers to levy taxes, close roads, and condemn property for public use.
City and officials liable for damages.
Police jurisdiction extends to water supply drainage and reservoir areas.

Principal city officials listed include mayor, vice mayor, sangguniang panlungsod members, and key department heads.
Additional appointed officials may be created or consolidated.
Appointments require mayor's nomination and sangguniang panlungsod approval.

Mayor is chief executive, elected at large, qualifications: 23 years old, resident for 1 year, qualified voter.
Mayor's term is 3 years with prescribed compensation.
Mayor's powers include policy formulation, appointments, contract signing, emergency measures, public order, and budget administration.
Vice mayor presides over the sangguniang panlungsod, appoints legislative employees, and succeeds mayor if vacancy arises.

City planning and development coordinator: drafts integrated development plans, monitors implementation.
City engineer and building official: infrastructure planning, public works supervision.
City health officer: supervises health programs, disaster health services.
City civil registrar: manages civil registrations.
City administrator: manages administrative support and disaster response.

Land Transportation Office headed by qualified officer under Department of Transportation supervision.

Existing municipal ordinances remain in force unless amended by city council.
City existence ratified by plebiscite concurrent with 1995 elections.
Current officials continue in office until new ones qualify.
City remains under jurisdiction of Metropolitan Manila unless law states otherwise.
No new racetracks, casinos, jai-alai, or cockpits licensed for five years.
Tax rate increases suspended for five years.
Legislative districts adjustments effective in 1998.
Local Government Code and other applicable laws govern except when inconsistent with this Act.
City succeeds to all municipal properties and assumes liabilities.
