A candidate must be at least 23 years old and an actual resident of the City for at least one year prior to the election.

The City Mayor appoints all officials and employees whose salaries are paid wholly or mainly from city funds with the concurrence of the majority of the Sangguniang Panlungsod members, subject to civil service rules.

The City has continuous succession in its corporate name; may sue and be sued; use a corporate seal; acquire and convey property; enter into contracts; and exercise other powers of a municipal corporation as provided by law.

Must be a citizen and resident of Muntinlupa, of good moral character, a college degree holder preferably in commerce, public administration or law, first grade civil service eligible, and have at least five years of experience in treasury or accounting service.

The City Vice-Mayor shall become the City Mayor in the case of a permanent vacancy. If the Vice-Mayor’s office becomes vacant, the highest-ranking Sangguniang Panlungsod member succeeds, and subsequent vacancies are filled by the ranking of members determined by votes in the last local election.

The ordinance is presented to the City Mayor who may approve and sign it or veto it and return it with objections. The Sangguniang Panlungsod may override the veto by a two-thirds vote to make the ordinance effective.

Persons convicted of crimes involving moral turpitude or imprisonment of one year or more within two years of serving sentence, removed from office by administrative case, dual citizens, fugitives from justice, permanent residents abroad, insane, or feeble-minded individuals are disqualified.

The Mayor exercises powers expressly granted by law, directs city policies, appoints officials, represents the city in business transactions, enforces laws and ordinances, manages public funds, ensures delivery of basic services, and leads in emergencies including disaster response and peace and order maintenance.

The Sangguniang Panlungsod reviews and approves barangay ordinances for consistency with law and city ordinances. It may disapprove ordinances, in which case enforcement is suspended until revisions are made.
