- The guidelines state an Adopted: 26 Sept. 1994 approval date.
Classification purpose and decision standard
- The MTRCB classifies films using the Board’s judgment of whether the film’s theme, language, nudity and sex, or violence would be offensive, inappropriate, or contrary to law and/or good custom, or would pose a clear and present danger to public order or other legitimate public interest.
- The rating levels are anchored on the level and character of content across categories: theme, language, nudity and sex, violence, and rules on drug and/or alcohol use and suicide/euthanasia depiction.
"G" General patronage rules
- "G" General Patronage or Pang Pamilya admits all ages.
- "G" covers films that, in the Board’s judgment, contain no material—whether in theme, language, nudity and sex, or violence—that would be offensive to parents whose minor children are to view the film.
- "G" theme must be Wholesome with positive values.
- "G" language must not include obscene language or cuss words.
- "G" has none at all in nudity and sex.
- "G" violence must be kept to a minimum and must not cause alarm or distress to children.
- "G" prohibits drug and/or alcohol use, prohibits suicide, and prohibits euthanasia.
"PG 7" Parental guidance rules
- "PG 7" Parental Guidance or Pambata for Ages 7 and up allows children 7 and above.
- Children between the ages of 7 and 12 must be accompanied by an adult.
- "PG 7" permits some material that parents may consider unsuitable for children under 7 years of age.
- "PG 7" language allows mild and frequent use of expletives when used in context, but prohibits obscene language and cuss words.
- "PG 7" nudity and sex allows discreet indications or references of sensuality in the context of a normal and healthy family life, but does not allow obscene language or cuss words under the language rule.
- "PG 7" violence allows mild forms of violence if appropriate to the storyline, but prohibits graphic, gratuitous, bloody depictions.
- "PG 7" prohibits drug and/or alcohol use and allows only discreet reference to suicide or euthanasia.
"PG 13" Parental guidance rules
- "PG 13" means Parental Guidance or Pang Tineydyer for ages 13 and up, with no need of an adult companion.
- "PG 13" covers films that may contain material inappropriate for children under 13.
- "PG 13" content is described as going beyond the "PG 7" boundary but not fitting the restricted R category.
- "PG 13" language allows intermittent cuss words but prohibits obscene language, including obscene language in sexual content.
- "PG 13" nudity and sex allows some nudity that is germane to the storyline and not sexually oriented, and allows discreet indications or reference to sensuality.
- "PG 13" violence must not be rough or persistent.
- "PG 13" allows inexplicit drug use or content, but it must not be depicted favorably.
- "PG 13" prohibits explicit depiction of suicide as well as depiction of suicide in a favorable manner.
"R 18" Adults-only rules
- "R 18" means For Adults Only or Pang Wastong Gulang for persons 18 years of age and over.
- "R 18" includes definite adult material but does not mean obscene or pornographic.
- "R 18" language allows hard or profane language but states it must not be prevalent.
- "R 18" nudity and sex allows brief nudity with sensual scenes if germane to the storyline, but prohibits explicit sex scenes.
- "R 18" violence allows hard but not excessive violence.
- "R 18" allows possible drug abuse, but it must never be portrayed favorably.
- "R 18" prohibits overly explicit scenes of suicide.
"X" disapproval and prohibition basis
- "X" means Disapproval or Bawal.
- "X" applies when the Board judges a film to be immoral, indecent, contrary to law and/or good custom, and/or a clear and present danger to public order, or another legitimate public interest.
- "X" includes films that:
- Advocate subversion, insurrection, rebellion or sedition against the State.
- Glorify criminals or condone and/or encourage the commission of crimes.
- Encourage or abet the traffic in and use of prohibited drugs.
- Serve no other purpose but to satisfy the market for violence or pornography.
