The MTRCB establishes a comprehensive film classification system with five categories—G, PG 7, PG 13, R 18, and X—detailing content guidelines to ensure age-appropriate viewing and protect minors from unsuitable material.

It allows films for all ages that, in the Board’s judgment, contain no offensive material to parents with minor children to view—no offensive theme/language/nudity/sex/violence. Violence must be minimal; no drug or alcohol use; no suicide or euthanasia.

Obscene language and cuss words are not allowed.

None at all.

Violence must be kept to a minimum and must not cause alarm or distress to children.

Children between ages 7 and 12 must be accompanied by an adult.

Mild and frequent use of expletives when used in context may be allowed; obscene language and cuss words are not allowed.

Discreet indications or references of sensuality in the context of a normal and healthy family life may be allowed.

Mild forms of violence are allowed if appropriate to the storyline; no graphic, gratuitous, bloody depictions.

No drug and/or alcohol use.

Only discreet reference to suicide or euthanasia is allowed.

“PG 7” requires adult accompaniment for ages 7–12; “PG 13” is for ages 13 and up with no need of an adult companion.

Intermittent cuss words may be allowed, but not in sexual content. Obscene language is not permitted.

Some nudity that is germane to the storyline but not sexually oriented may be allowed; discreet indications or reference to sensuality shall be permitted.

Violence must not be rough or persistent.

Inexplicit drug use or content will be allowed but must not be depicted favorably; suicide must not be depicted explicitly nor favorably.

For adults only—persons 18 years of age and over. It contains definite adult material, but does not mean obscene or pornographic.

Language: hard or profane language may be present but not prevalent. Nudity/sex: brief nudity with sensual scenes may be allowed if germane; explicit sex scenes not allowed. Violence: hard but not excessive violence may be present.

Drug abuse may be present but never portrayed favorably. No overly explicit scenes of suicide.

It is disapproval/bawal. Films deemed immoral, indecent, contrary to law and/or good custom, or posing a clear and present danger to public order or other legitimate public interest. Examples include advocating subversion/sedition, glorifying criminals/encouraging crimes, encouraging abetment of traffic in prohibited drugs, or merely satisfying market demand for violence or pornography.

A “PG 7” rating would be inconsistent, because PG 7 prohibits graphic, gratuitous, bloody depictions; such content likely requires a higher rating.
