Governance Structure
- The PSHS-CSC is governed by a Board of Trustees composed of:
- Secretary of the Department of Science and Technology (Chairman)
- Secretary of the Department of Education, Culture and Sports (Vice Chairman)
- President of the University of the Philippines (Member)
- Congressional representative of the district (Member)
- Director of the Science Education Institute (Member)
- Director of the Philippine Science High School-Diliman (Member)
- Director of the Philippine Science High School-Camarines Sur Campus (Member)
- The seats of the Secretary of Science and Technology, Secretary of Education, Culture and Sports, and all Board members are ex officio.
Local School Board Composition and Functions
- Creation of a local school board comprising:
- Regional Director, DOST Region V (Chairman)
- Director, PSHS-CSC (Vice Chairman)
- Regional Director, Department of Education, Culture and Sports Region V (Member)
- Regional Director, National Economic and Development Authority Region V (Member)
- Functions include acting as a citizens' committee to interpret regional educational needs to the Board of Trustees and performing other duties delegated by the Board.
Leadership Appointment and Authority
- The school's head is called the Director of PSHS-Camarines Sur Campus.
- Appointment is made by the Chairman subject to Board approval.
- Compensation is fixed by the Board according to applicable laws.
- The Director can only be removed for cause.
- Roles and powers align with those of a public high school principal, in addition to specific duties outlined by the Act.
Implementation and Regulatory Framework
- The Department of Science and Technology is mandated to issue necessary rules and regulations for implementing this Act for the following academic year immediately upon its approval.
Transfer of Personnel, Assets, and Records
- All personnel, assets, liabilities, and records of San Rafael National Science High School are transferred to and absorbed by PSHS-Camarines Sur Campus.
Accreditation and Student Transition
- Current first-year students of San Rafael National High School shall take the PSHS accreditation test.
- Students who qualify become regular students of PSHS-CSC.
- Students who do not qualify, along with those enrolled in higher year levels, remain as regular students of San Rafael National High School under the Department of Education, Culture and Sports until graduation.
Funding and Appropriations
- Initial funds for implementing the Act are charged to the current year's appropriations of San Rafael National Science High School.
- Subsequent funding for operation and maintenance of PSHS-CSC shall be included in the annual General Appropriations Act.
Effectivity Clause
- The Act takes effect upon its approval.
- It was enacted after passing both houses of Congress and lapsed into law on April 02, 1998, without the President's signature, pursuant to the Constitution.
