The main purpose of Republic Act No. 8619 is to provide for a more responsive science education in the Province of Camarines Sur by converting the San Rafael National High School into the Philippine Science High School-Camarines Sur Campus under the supervision of the Department of Science and Technology.

The Board of Trustees is composed of: the Secretary of the Department of Science and Technology (chairman), the Secretary of the Department of Education, Culture and Sports (vice chairman), the president of the University of the Philippines, the congressional representative of the district where the school is located, the director of the Science Education Institute, the director of the Philippine Science High School-Diliman, and the director of the Philippine Science High School-Camarines Sur Campus.
The Secretary of Science and Technology, the Secretary of Education, Culture and Sports, and all members of the Board of Trustees serve ex officio terms of office.
The local school board is composed of the regional director of the Department of Science and Technology Region V (chairman), the director of the PSHS-CSC (vice chairman), the regional director of the Department of Education, Culture and Sports Region V, and the regional director of the National Economic and Development Authority Region V. The board acts as the citizens committee to interpret the educational needs of the region to the Board of Trustees and exercises other delegated functions.
The Director is appointed by the chairman of the Board of Trustees subject to the approval of the Board. The Director shall not be removed from office except for cause.
All personnel, assets, liabilities, and records of the San Rafael National Science High School are transferred to and absorbed by the Philippine Science High School-Camarines Sur Campus.
Current first year students are given an accreditation test under the PSHS transfer program. Those who qualify become regular students of PSHS-CSC, while those who do not qualify along with higher year students remain regular students of San Rafael National High School under the Department of Education, Culture and Sports until graduation.
The initial funding is charged against the current year's appropriations of the San Rafael National Science High School. Subsequent funding for operation and maintenance shall be included in the annual General Appropriations Act.
The Act took effect upon its approval and lapsed into law on April 2, 1998, without the signature of the President, pursuant to Article VI, Section 27(1) of the Philippine Constitution.
