Background and Justification for the Moral Recovery Program (MRP)

  • Proclamation No. 62 (1992) established the Moral Recovery Program to strengthen moral resources based on Filipino values that are pro-God, pro-people, pro-country, and pro-nature.
  • MRP was declared official government policy with active participation encouraged from all societal sectors.
  • The vision includes a God-centered, people-empowered, prosperous nation governed by a transparent, democratic, and effective government free from graft.
  • Despite existing ethical standards like R.A. No. 6713, graft, corruption, and other unethical behaviors persist in public service.
  • The Third National Summit on Peace and Order adopted a Covenant requiring institutionalizing moral enhancement and transformation in government.

Establishment of Integrity Circles (Section 1)

  • All government departments, offices, agencies, instrumentalities, and government-owned and controlled corporations must establish Integrity Circles or similar mechanisms.
  • These circles serve as foundational platforms to infuse Filipino core values into organizational cultures, systems, and processes.

Monitoring and Implementation (Section 2)

  • The Moral Recovery Program National Secretariat, through the Government Sector Core Group, monitors the implementation of the Integrity Circles.
  • Each agency designates a Moral Recovery Officer (MRO) to coordinate activities.

Role of the Moral Recovery Officer (Section 3)

  • The MRO initiates the formation of Integrity Circles or equivalent mechanisms.
  • The MRO develops strategies and organizes activities aimed at personal change and systematic, structural reforms within the agency.

Funding Provisions (Section 4)

  • Agencies must allocate at least 1% of their Human Resource Development (HRD)/Training budget for initial MRP implementation.
  • Additional funding may be provided as approved by the Department of Budget and Management.

Support and Development of Role Models (Section 5)

  • Agencies are mandated to support the MRP Integrity Circles in their efforts to promote moral recovery among employees.
  • The program aims to create role models at all organizational levels and sectors to sustain moral transformations.

Effectivity (Section 6)

  • The Executive Order takes effect immediately upon issuance.
