All covered government entities must establish Integrity Circles or similar mechanisms to lay the foundations of the moral recovery crusade by infusing Filipino core values into the organization’s culture, systems, and processes.
The Moral Recovery Program National Secretariat, designated as the implementing arm of the MRP through the constituted Government Sector Core Group, monitors implementation through each agency’s designated Moral Recovery Officer (MRO).
The MRO designated by the agency initiates the formation of Integrity Circles (or similar mechanisms) and leads strategies and activities aimed at personal change and, consequently, appropriate systematic and structural change within the agency.
It refers to broad employee participation in activities that change individual behavior (personal change) and that also lead to improvements in agency systems and structures (systematic and structural change).
Each agency must allocate 1% of its Human Resource Development (HRD)/Training appropriation for initial implementation. Additional appropriations may be determined by the Department of Budget and Management.
The Department of Budget and Management (DBM) may determine additional appropriation needs.
Agencies must provide support to the Integrity Circle efforts to prime moral recovery transformations among employees and develop role models at all levels and sectors.
The text does not specify a penalty or enforcement mechanism. However, the executive order is mandatory (“enjoin and order”) and agencies are required to implement; non-compliance could raise administrative accountability under general government rules on lawful orders.
