The Moral Recovery Program National Secretariat, through the constituted Government Sector Core Group, monitors the implementation via the designated Moral Recovery Officer (MRO) of each agency.

The MRO initiates the formation of Integrity Circles or similar mechanisms and activities to promote personal change and systematic and structural change within the agency.

Each agency must allocate 1% of their Human Resource Development (HRD)/Training appropriation for the initial implementation of their agency MRP. Additional funding may be provided by the Department of Budget and Management.

Integrity Circles are mechanisms established within government agencies aimed at laying the foundations of the moral recovery crusade by infusing Filipino core values into the organization's culture, systems, and processes.
