Legal basis and governing framework

- The circular is issued to guide electric cooperatives registered with the CDA in formulating their own election guidelines based on the model.
Title and objective
- Section 2 states the guidelines’ title as Model Election Guidelines in the Conduct of Election/s for the Board of Directors and Other Elective Officers of Electric Cooperatives (ECs) Registered with the CDA.
- Section 3 provides that the guidelines serve as a model for all CDA-registered electric cooperatives when formulating their respective election guidelines.
- The model is designed to standardize election-related rules for electric cooperatives’ governance elections.
Purposes of the model guidelines
- Section 4(a) requires the model guidelines to insure uniformity and a common understanding on rules and regulations.
- Section 4(b) provides that the model guidelines are to guide the Election Committee in preparing for the conduct of election(s).
- Section 4(c) enhances transparency in both screening of candidates and the conduct of election(s).
- Section 4(d) sets standards for the basis in canvassing and evaluation of winning candidates.
- Section 4(e) covers post-election activities, including proclamation and posting of winners, issuance of certification, reporting, and other post-election actions.
