The Cooperative Development Authority establishes model election guidelines to ensure uniformity, transparency, and standardization in the conduct of elections for the Board of Directors and other elective officers of electric cooperatives.

Questions (CDA MEMORANDUM CIRCULAR NO. 2011-19)

It is issued pursuant to No. 2 of Article 33 of Republic Act No. 9520, otherwise known as the Philippine Cooperative Code of 2008.

“Model Election Guidelines in the Conduct of Election/s for the Board of Directors and other Elective Officers of Electric Cooperatives (ECaS) Registered with the Cooperative Development Authority.”

To serve as a model for all electric cooperatives registered with the CDA in formulating their respective election guidelines for board of directors and other elective officers.

(a) Ensure uniformity and common understanding; (b) guide the election committee; (c) enhance transparency in screening and conduct of elections; (d) set standards for basis in canvassing/evaluating winning candidates; and (e) assume all post-election activities such as proclamation, posting of winners, issuance of certifications, reporting, etc.

It must adopt and approve the model election guidelines (as published for ONAR) for the electric cooperative concerned.

The Cooperative Development Authority (CDA) issues the circular; it applies to electric cooperatives registered with the CDA.

It takes effect upon publication with ONAR, but only for adoption and approval by the general assembly of the specific electric cooperative.
