Pavement Thickness Requirements for Asphalt Pavement

  • Minimum overlay thickness for asphalt pavements is 50 mm.
  • Thicker overlays (more than 50 mm) may be used only if the total cost is less than that of a 230 mm thick PCCP, considering economic efficiency.

Pavement Thickness Verification

  • All pavement thickness requirements shall be verified using pavement design analysis following the AASHTO method, as outlined in DPWH Design Guidelines, Criteria and Standards.
  • Design consideration must include the latest Annual Average Daily Traffic (AADT) and axle loading data.

Pavement Width Requirements

  • Minimum carriageway width in new road construction is 6.70 meters.
  • For rehabilitation or upgrading works of at least 500 meters in length, the minimum carriageway width is also 6.70 meters.
  • The widening for rehabilitation/upgrading must not require acquisition of additional right-of-way.

Implementation and Effectivity

  • The guidelines are designed to align with DPWH’s objective for upgrading national road design standards.
  • They aim to prevent premature pavement deterioration caused by uncontrolled vehicle overloading.
  • The Department Order took effect immediately upon issuance on April 8, 2011.
  • Annex A, which is referenced for the CESAL calculation procedure, is available at the Office of the National Administrative Register.
