DPWH Department Order No. 22 mandates a minimum pavement thickness of 280 mm for new national road constructions and a minimum carriageway width of 6.70 meters to enhance road durability and safety.

Q&A (DPWH DEPARTMENT ORDER NO. 22, S. 2011)

The minimum pavement thickness for new PCCP in national roads shall be 280 mm.

A thickness less than 280 mm but not less than 230 mm may be adopted if the Cumulative Equivalent Single Axle Load (CESAL) is not more than 7.0 x 10^6.

CESAL stands for Cumulative Equivalent Single Axle Load, which is used to determine pavement thickness design depending on expected axle loads to prevent early pavement deterioration.

The minimum thickness of the new pavement constructed on top of deteriorated concrete pavement using the crack and seat method shall be 260 mm.

The pavement thickness shall be verified using pavement design analysis by the AASHTO method as contained in the DPWH Design Guidelines, Criteria and Standards considering the latest Annual Average Daily Traffic (AADT) and axle loading.

The minimum thickness of asphalt pavement overlay shall be 50 mm.

A thickness of more than 50 mm may be considered if the cost of such asphalt pavement thickness is less than the cost of a 230 mm thick Portland Cement Concrete Pavement.

The minimum width of the carriageway shall be 6.70 meters for new national road construction.

The rehabilitation or upgrading works must not require right-of-way acquisition to adopt a minimum carriageway width of 6.70 meters.

The order took effect immediately from its adoption date on April 8, 2011.
