Mandate and Objectives

  • Promote socio-economic development in conflict-affected areas outside ARMM.
  • Focus on partnerships with NGOs, local government units, and private sector for projects.

  • Authorized to receive grants and Official Development Assistance from international agencies.

Governance: Composition of the Board of Directors

  • Board appointed by the President composed of:
    • Presidential Adviser on the Peace Process
    • Director General of the National Economic and Development Authority (NEDA)
    • Chairman of the Mindanao Economic Development Council
    • Six (6) other members (non-government representatives).
  • The President designates the Chairman and Vice-Chairman of the Board.
  • Non-government members receive a meeting per diem capped at P20,000 per month.

Functions and Powers of the Board

  • Approve policies and implementing guidelines for MPDF.
  • Determine organizational structure, staffing, and pay scales.
  • Review and approve annual work programs, financial plans, and budgets.
  • Set authority levels and responsibilities for the Executive Director and officers.
  • Submit annual reports to the President.
  • Perform other tasks assigned by the President.

Role and Responsibilities of the Executive Director

  • Appointed by the President with the rank of Undersecretary to handle daily operations.
  • Tasks include proposing policies, preparing budget, administering policies approved by the Board.
  • Supervises operations and internal administration; may delegate administrative duties.
  • Authority to appoint employees except heads of departments/divisions, subject to Board approval.
  • Has power to discipline employees in accordance with approved guidelines.
  • Represents MPDF in dealings with government and private entities.
  • Exercises other powers delegated by the Board.

Transfer of Assets and Funding

  • Remaining funds and assets of the Southern Philippines Development Authority (SPDA) and subsidiaries transferred to MPDF.
  • MPDF funding to be included in the General Appropriations Act for continued operations.

Legal Provisions: Separability Clause

  • Declared unconstitutional provisions do not invalidate the entire Executive Order if remaining portions can still operate independently.

Repealing Clause

  • Executive orders, rules, regulations, or issuances inconsistent with this Executive Order are repealed or modified accordingly.

Effectivity

  • The Executive Order takes effect 15 days after publication in a national newspaper of general circulation.
