Establishment of Local Peace Forums
- Created by the President in appropriate areas for peace localization.
- Membership of 5 to 7 members, representing civil society and local government.
- Members elect Chair and Co-Chair (one must be from civil society).
- Powers granted by the President include:
- Reaching out to local communities and insurgency groups.
- Acting as problem-solving bodies to identify and resolve local insurgency issues.
- Promoting peace culture and environment.
- Referring critical issues to National Peace Forum and providing feedback.
- Reporting regularly to the President on peace activities and local situation.
- Undertaking other presidential and National Peace Forum-directed tasks.
- Builds upon existing peace efforts and networks by the Office of the Presidential Adviser on the Peace Process and National Unification Commission.
Creation and Functions of the National Peace Forum
- Chaired by the Executive Secretary with members including Cabinet officials, legislators, and civil society representatives.
- Responsibilities:
- Address national issues affecting peace not resolved by Local Peace Forums.
- Recommend and identify areas for forming Local Peace Forums.
- Develop a national peace agenda complementing EO 125's six paths to peace.
- Coordinate and monitor Local Peace Forums' efforts.
- Report regularly to the President with updates and recommendations.
- Formulate implementing rules and regulations for this Order.
- Undertake other tasks as directed by the President.
- Cabinet Advisory Committee for Peace Talks available for consultation.
- Suspension of GRP Panel for Talks with CPP/NPA/NDF activities until talks resume.
Secretariat and Support Structure
- The Office of the Presidential Adviser on the Peace Process serves as Secretariat.
- Authorized to create technical committees and task forces to support functions.
Role of Local Chief Executives and Local Government Agencies
- Provide coordination and support to Local Peace Forums.
- Mobilize technical assistance and resources.
- Ensure cooperation from national agencies’ regional offices.
Funding Provisions
- Initial budget of Twenty Million Pesos (P20,000,000) from President’s Contingent Fund and remaining funds of GRP Panel for Talks.
- National Peace Forum to propose future budget requirements for Congressional approval.
Repealing Clause
- All inconsistent Executive Orders or issuances are rescinded or modified.
Effectivity
- The Order takes immediate effect upon issuance.
