The Local Peace Forum is constituted by the President of the Republic of the Philippines from time to time in areas deemed appropriate for the peace initiative.

The Local Peace Forum typically consists of 5 to 7 members representing civil society and local government. Its roles include reaching out to local communities and insurgents, serving as a problem-solving mechanism, promoting peace culture, referring issues needing higher intervention, providing regular reports, and undertaking other tasks as directed by the President and National Peace Forum.

The National Peace Forum, chaired by the Executive Secretary, addresses national issues impacting peace efforts, recommends areas for Local Peace Forums, formulates a national peace agenda, coordinates and monitors local peace initiatives, submits reports to the President, formulates implementing rules, and undertakes other tasks deemed necessary by the President.

The National Peace Forum is chaired by the Executive Secretary. Its membership includes preferably three Cabinet members, two Members of Congress, and four representatives from civil society.

The Secretariat of the National Peace Forum is served by the Office of the Presidential Adviser on the Peace Process, through the Secretariat of the GRP Panel for Talks with the CPP/NPA/NDF. It facilitates the functions of the National Peace Forum and can create Technical Committees and Task Forces to enhance its tasks.

Local chief executives and local government agencies are responsible for providing coordination and support to Local Peace Fora, mobilizing technical assistance and resources, and ensuring cooperation with national agencies and their regional offices in support of peace efforts in their areas.

The National Peace Forum is funded initially with Twenty Million Pesos (P20,000,000) from the President's Contingent Fund and the unexpended budget of the GRP Panel for Talks with CPP/NPA/NDF during the first year. Subsequent budgets are to be included in the Office of the Presidential Adviser on the Peace Process budget proposal for Congressional appropriation.

All other Executive Orders and issuances inconsistent with Executive Order No. 115 or any of its parts are hereby rescinded or modified accordingly.

Executive Order No. 115 took effect immediately upon its adoption on June 21, 1999.
