Mandatory Online Validation of Emission Test Results
- All PETCs must be connected online and in real-time to the LTO Information Technology (IT) System via their authorized PETC-IT Providers.
- Emission test results must be verified and authenticated electronically through the DOTC/LTO-IT System before acceptance.
- Effective Date: January 2, 2007.
Procedures for Motor Vehicle Registration
- Only emission test results marked as "Passed" are accepted for renewal registration of "Private" and "Exempt Private" vehicles.
- Transactions involving other motor vehicle classifications or types are not validated by the system for emission results.
- Emission records must correspond exactly with the registered vehicle; otherwise, the system generates a rejection letter.
- The system exclusively accepts results issued by DOTC/LTO authorized PETCs integrated into the IT system online and in real-time.
Rejection Protocol
- The system will issue a rejection letter for:
- Emission test results lacking proper verification.
- Motor vehicles without corresponding emission test records.
- Results from unauthorized PETCs or those not connected to the system.
Supersession Clause
- All previous orders or memoranda conflicting with this circular are deemed superseded.
Enforcement and Compliance
- The circular mandates strict compliance by all LTO officials and employees involved in vehicle registration.
- Ensures integrity and authenticity in emission testing data to support regulatory adherence in vehicle emissions control.
