LTO MEMORANDUM CIRCULAR NO. RIB-2006-790

: The main purpose is to mandate the validation of emission testing results in the LTO IT Project system to ensure that only emission test results verified online and in real-time are accepted for motor vehicle registration.
: Department Order Nos. 2005-34 and 2005-37 prescribe the rules and regulations governing the authorization of Private Emission Testing Centers and PETC Information Technology Providers.
