Objectives of the Mandatory Seminar
- Ensure the applicant attends a lecture covering basic driving.
- Topics include recognizing and valuing traffic signs and signals.
- Awareness of licensing rules and regulations is emphasized.
- Instill proper attitudes, social obligations, and responsibilities in prospective drivers.
Venue for Conducting Seminar
- Seminar conducted at LTO Licensing Centers, District Offices, and authorized Extension Offices issuing Student Permits.
Method of Conducting Seminar
- Verbal instructions supported by visual aids.
- Use of audiovisual aids such as TV presentations or PowerPoint slides.
Student Permit Seminar Certificate (SPSC)
- Issued upon completion of the one-hour seminar.
- Signed by the Driving Skills Rater (DSR)/Lecturer and attested by the head of the issuing office.
- Certified copy is a required document for Student Permit application.
- No expiration date on the SPSC.
- Permit holders may optionally attend the seminar again to gain additional knowledge before converting to a driver’s license.
Penal Provisions for Fraudulent Certificates
- Submission of fraudulent or fake seminar certificates shall lead to denial of the Student Permit application.
- If a driver’s license has already been issued based on a fraudulent certificate, it will be confiscated and flagged in the system.
- The licensee must be notified in writing to surrender the driver’s license.
- A six-month suspension penalty applies, starting from the date of license surrender.
Effectivity and Supersession
- All previously issued orders conflicting with this directive are amended or superseded.
- This memorandum circular takes effect upon approval.
