It defines a Permit as a privilege or authority given by the Bureau to a person who is qualified to learn to operate a motor vehicle.
Because the procedure at the Student Permit stage did not require demonstrating knowledge/skill to operate a motor vehicle; instruction and the actual driving test are undertaken only later when the SP holder applies for a driver’s license.
Applicants must attend a mandatory seminar/lecture on basic driving before the permit is granted for them to practice learning to operate a motor vehicle.
(1) Ensure SP holders attended the mandatory lecture, including appreciation of traffic signs and signals and awareness of licensing rules and regulations; and (2) inculcate right attitudes, social obligations, and responsibilities of prospective drivers.
