Monitoring and Evaluation Mechanism
- The Department of Health (DOH) coordinates periodic monitoring and evaluation of the law’s implementation.
- This coordination includes the Department of Social Welfare and Development (DSWD), Department of Labor and Employment (DOLE), National Council on Disability Affairs (NCDA), local government units (LGUs), other government agencies, and non-government organizations.
- DOH maintains an updated database of PWDs, including health and developmental needs.
- LGUs, PhilHealth, NCDA, and other agencies are mandated to submit relevant data to DOH for monitoring purposes.
Implementing Rules and Regulations (IRR)
- PhilHealth, in consultation with DOH, DSWD, DOLE, NCDA, and national leagues of LGUs, is required to promulgate the IRR within three (3) months from the law’s effectivity.
- The IRR provides the detailed guidelines for the effective implementation and administration of the law.
Repealing Clause
- All existing laws, decrees, executive orders, rules, regulations or parts thereof inconsistent with this Act are repealed, amended, or modified accordingly.
Effectivity
- The Act takes effect fifteen (15) days after its publication in the Official Gazette or a newspaper of general circulation.
Key Legal and Administrative Concepts
- Automatic coverage removes barriers to health insurance for PWDs, ensuring inclusivity.
- Government funding emphasizes state responsibility towards vulnerable groups.
- Shared premium contributions in formal employment promote cooperative responsibility between employers and government.
- Multi-agency coordination enhances comprehensive monitoring and support.
- Development of exclusive PhilHealth packages ensures that PWD-specific health needs are met effectively.
