Republic Act No. 11228 provides for the mandatory PhilHealth coverage for all persons with disability (PWDs), amending the Magna Carta for Persons with Disability (Republic Act No. 7277).

All persons with disability (PWDs) shall be automatically covered under the NHIP of PhilHealth.

The national government shall pay premium contributions for all PWDs. However, PWD members in the formal economy will have their premium contributions shared equally by their employers and the national government.

The funds shall be sourced from the National Health Insurance Fund of PhilHealth, which is earmarked from the proceeds of Republic Act No. 10351, related to the excise tax on alcohol and tobacco products.

The DOH shall conduct periodic monitoring and evaluation of the implementation of the Act and maintain an updated database on PWDs and their health and development needs.

The DOH, Department of Social Welfare and Development (DSWD), Department of Labor and Employment (DOLE), National Council on Disability Affairs (NCDA), local government units (LGUs), other relevant agencies, and NGOs participate in the monitoring and evaluation.

PhilHealth is mandated to develop exclusive packages for PWDs that will address their specific health and development needs.

PhilHealth, in consultation with the DOH, DSWD, DOLE, NCDA, and national leagues of LGUs, shall promulgate the IRR within three (3) months upon the effectivity of the Act.

All laws, decrees, executive orders, rules, and regulations or parts inconsistent with RA 11228 are repealed, amended, or modified accordingly.

The Act took effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.
