Scope of Motor Vehicle Renewal through the LTO Kiosk

  • The system processes only plain renewals for Private and For-Hire motor vehicles.
  • Vehicles with any pending alarms or apprehensions cannot use the kiosk for renewal.
  • Tricycles and vehicles requiring permit renewals are excluded from kiosk processing.
  • MV Renewals not meeting these criteria must be processed through regular LTO procedures.

Roles and Responsibilities of LTO Personnel

  • Each LTO site with kiosk units must designate an MV Inspector and a Customer Service Representative (CSR) for kiosk operations.
  • The MV Inspector’s responsibilities include:
    • Overseeing upkeep, safety, and operation of the kiosk.
    • Managing confidential usernames and passwords.
    • Logging in and shutting down the kiosk at start and end of day.
    • Logging out from the MV Renewal system when not in use.
    • Ensuring cleanliness and functionality of the kiosk.
    • Reporting technical issues to Stradcom Site Support.
  • The CSR assists applicants using the kiosk.

MV Renewal Application Process and Validation Criteria

  • Applicants must input the MV File Number plus either the Plate Number, Engine Number, or Chassis Number.
  • The system automatically validates the following before proceeding:
    • Existence of an LTO record for the vehicle.
    • Possession of a valid Certificate of Cover and Certification of Emission Compliance.
    • Application date is within one month before the prescribed renewal date and no later than the registration month.
    • No pending transactions, such as unclaimed license plates.
    • No existing alarms or unsettled apprehensions.
  • Failure to meet any criteria results in an error prompt, requiring regular renewal processing.

Inspection and Fee Payment Procedures

  • After validation, the assisting LTO personnel must enter the Motor Vehicle Inspection Report (MVIR) Number and Date of Inspection.
  • The inspection date cannot be later than the current date.
  • The MVIR is valid only for three months from the date of inspection.
  • Fees are displayed on the kiosk; the transaction is then queued for payment.
  • Applicants are directed to the cashier area for payment once their transaction is called.

Compliance and Additional Procedures

  • All other procedures not specifically addressed by these guidelines remain in force.
  • Strict compliance with these guidelines is mandated to ensure orderly processing and service efficiency.
