- The Circular references the President’s 8-Point Socioeconomic Agenda on bureaucratic efficiency, fiscal management, job creation, poverty reduction, livable communities, agriculture and food security, energy access, and education gaps from the COVID-19 pandemic.
- The Circular references the Pambansang Pabahay Para sa Pilipino Program (“4PH Program”) as a priority Administration program.
- The Circular is issued under the President’s authority through the Executive Secretary.
Scope: who must follow
- All National Government agencies (NGAs) and instrumentalities must be guided by the Bagong Pilipinas principles, strategies, and objectives in planning programs, activities, and projects.
- The Circular covers government-owned or -controlled corporations (GOCCs).
- The Circular covers state universities and colleges (SUCs).
- Covered entities include those participating in or operating through the National Government’s branding and communications strategy.
Adoption of the Bagong Pilipinas logo
- The Bagong Pilipinas logo, annexed to the Circular, is approved.
- Covered NGAs and instrumentalities must adopt the Bagong Pilipinas logo.
- Covered NGAs and instrumentalities must incorporate the logo in:
- letterheads,
- websites,
- official social media accounts, and
- other documents and instruments pertaining to flagship programs of the government.
- The Circular requires the use of the logo as part of official branding for flagship government programs.
Campaign as branding and communications strategy
- The Bagong Pilipinas campaign forms part of the National Government’s branding and communications strategy.
- Covered agencies must align planning of programs, activities, and projects with the Bagong Pilipinas brand’s guiding principles and objectives.
- The campaign is positioned as an Administration-wide communications undertaking supported by unified institutional action.
Annex and reference requirements
- The Circular approves the Bagong Pilipinas logo that is annexed to it.
- The Circular requires integration of the logo into official communications and flagship-program-related documents and instruments.
