Creation of a Deputy Secretary-General for the Youth Position
- A new official post titled Deputy Secretary-General for the Youth is created within the Secretariat of the Pambansang Lupon ng Kilusang Kabuhayan sa Kaunlaran.
- The position is to be filled by a representative from the Pambansang Katipunan ng mga Kabataang Barangay (PKKB).
- The PKKB Chairperson automatically becomes a member of the Pambansang Lupon representing youth interests.
Program Implementation and Coordinating Bodies
- The Secretariat of the Pambansang Lupon ng Kilusang Kabuhayan at Kaunlaran and the PKKB shall jointly develop and implement program guidelines.
- Collaboration is mandated with various agencies including the National Manpower and Youth Council, the Ministry of Social Services and Development, the Ministry of Agriculture, the Ministry of Education and Culture, and other youth development entities.
- These agencies are called upon to provide necessary resources, facilities, and services to support the KKK Youth Wing initiatives.
Funding and Financial Management
- The Pambansang Lupon is authorized to allocate an initial amount of Five Million Pesos (₱5,000,000.00) as a revolving fund exclusively for KKK Youth projects.
- Fund disbursement shall be governed by the existing KKK guidelines.
- The Kabataang Barangay Foundation is designated as the channel through which funds will be released.
Repealing Clause
- Any laws, decrees, charters, executive orders, administrative orders, proclamations, rules, and regulations or parts thereof that conflict with this Executive Order are repealed or modified accordingly.
Effectivity
- This Executive Order takes effect immediately upon issuance on September 21, 1981.
