The Pambansang Katipunan ng mga Kabataang Barangay (PKKB) represents the youth and their Chairperson automatically becomes a member representing the youth in the Pambansang Lupon.
The position of Deputy Secretary-General for the youth was created in the Secretariat.
The policy is to foster youth involvement in socio-economic development by integrating them into productive community enterprises, thereby enhancing their managerial skills and leadership capabilities as mandated by the Constitution.
The National Manpower and Youth Council, the Ministry of Social Services and Development, the Ministry of Agriculture, the Ministry of Education and Culture, and other youth development agencies are called upon to provide facilities and services.
An initial amount of Five Million Pesos (P5,000,000) shall be appropriated from the Pambansang Lupon funds as a revolving fund, with disbursement subject to KKK guidelines and released through the Kabataang Barangay Foundation.
Section 5 of EO No. 734 provides that all laws, decrees, charters, executive orders, administrative orders, proclamations, rules, and regulations or parts that conflict with this order are repealed or modified accordingly.
The order took effect immediately upon its signing on September 21, 1981.

The KKK ng Kabataan is incorporated into and serves as the implementing arm of the KKK specifically for youth, complementing the original movement under EO No. 715.
