Conditions for OEC Issuance

No OEC will be issued to cabin crew/flight attendants departing the Philippines on their operational flights.
OEC will be issued only to cabin crew/flight attendants who are joining their operational flights outside the country (not departing from the Philippines on such flights).

Required Documents for OEC Application

Valid passport of the crew member.
Valid identification card.
Plane ticket or boarding pass.
Certification from the airline confirming the crew member is joining an operational flight abroad.

Fees and Validity

The initial issuance of the OEC requires a processing fee of One Hundred Pesos (P100).
Subsequent issuances of OEC within one (1) year from the initial issuance are free of charge, provided the original OEC copy is presented.
If the original OEC is not presented for subsequent issuances within one year, the crew member must pay the prescribed processing fee.

Validity of OECs Issued at International Airports

OECs issued by Labor Assistance Centers at international airports are valid only on the date of issuance.

Supersession and Effectivity

This Memorandum Circular supersedes Memorandum Circular No. 09, Series of 1990.
The guidelines take effect immediately upon adoption on February 4, 1998.
