Conditions for OEC Issuance
- No OEC will be issued to cabin crew/flight attendants departing the Philippines on their operational flights.
- OEC will be issued only to cabin crew/flight attendants who are joining their operational flights outside the country (not departing from the Philippines on such flights).
Required Documents for OEC Application
- Valid passport of the crew member.
- Valid identification card.
- Plane ticket or boarding pass.
- Certification from the airline confirming the crew member is joining an operational flight abroad.
Fees and Validity
- The initial issuance of the OEC requires a processing fee of One Hundred Pesos (P100).
- Subsequent issuances of OEC within one (1) year from the initial issuance are free of charge, provided the original OEC copy is presented.
- If the original OEC is not presented for subsequent issuances within one year, the crew member must pay the prescribed processing fee.
Validity of OECs Issued at International Airports
- OECs issued by Labor Assistance Centers at international airports are valid only on the date of issuance.
Supersession and Effectivity
- This Memorandum Circular supersedes Memorandum Circular No. 09, Series of 1990.
- The guidelines take effect immediately upon adoption on February 4, 1998.
