The purpose is to rationalize the issuance of Overseas Employment Certificates (OECs) to Filipino cabin crew/flight attendants of commercial aircrafts of foreign registry who are on home leave, in line with the administration's deregulation thrust.

They must present a valid passport, valid identification card, plane ticket or boarding pass, and an airline certification confirming their joining an operational flight abroad.

The processing fee for the initial issuance of an OEC is One Hundred Pesos (P100).

No, subsequent issuances within one year are free of charge provided the crew member presents a copy of the initially issued OEC. Otherwise, the prescribed processing fee applies.

It supersedes Memorandum Circular No. 09, Series of 1990.

The guidelines took effect immediately upon adoption on February 4, 1998.
