Scope and Coverage
- Applicable to Filipino cabin crew and flight attendants of commercial aircraft who have frequent travel due to operational flights outside the Philippines.
- Extends coverage to offshore workers and other short-contract workers with frequent vacations.
- OFWs with permanent resident status in their employment base are excluded from eligibility for the exit clearance, e-receipt, and e-card issuance.
Documentary Requirements for Multiple Travel Exit Clearance
- Must possess a valid Philippine passport.
- Must present a valid visa.
- Must submit proof of a current employment contract with the same employer, valid for more than 12 months from the date of OEC issuance.
Prescribed Fees and Contributions
- POEA Processing Fee: Php 100.00 per exit.
- Overseas Workers Welfare Administration (OWWA) Membership Contribution: Php 1,275 or US$25.00, compulsory and includes insurance coverage.
- Frequency of OWWA Contribution: Collected once per contract according to standard contract durations, but not exceeding two years.
- PhilHealth Premium: Php 900.00 for one-year coverage as per Executive Order No. 392.
Procedures for Availment
- OFW applicants undergo document evaluation, payment of fees, and assessment process.
- Multiple travel exit clearance with one-year validity is then issued.
- Copies of the multiple travel exit clearance must be validated at the POEA Labor Assistance Center located at Ninoy Aquino International Airport on departure day.
- OFWs must present multiple travel exit clearance copies to the Philippine Tourism Authority and Ninoy Aquino International Airport to avail exemptions from travel tax and airport terminal fee pursuant to Section 35 of R.A. 8042 (Migrant Workers and Overseas Filipinos Act of 1995).
