Distinction Between Family Welfare Program and Family Health Program Services
- Family Welfare Program (FWP) is the DOLE-promoted program that provides family welfare services.
- FWP activities are conducted in the workplace by the employer through a Family Welfare Committee (FWC) or a similar special body.
- The FWC is composed of representatives from labor, management, and the plant clinic if available.
- Family Health Program Services refer to the Department of Health (DOH) package of health-related services for families, collectively termed as such.
Roles of DOLE Offices and Personnel
- DOLE Regional Offices and Field Offices must establish and strengthen FWCs in establishments with 200 or more workers and in unionized establishments.
- Target is to have 100% of such establishments with FWCs by end of 2010.
- Assistance is also extended to establishments with fewer than 100 workers or without unions if they are willing to form FWCs.
- These offices shall encourage the formation of federations of FWCs to promote the program within their areas.
- Income Generation or Livelihood components under the FWP are supported through the promotion of the Workers' Income Augmentation Program (WINAP).
Reporting and Monitoring Mechanisms
- Implementation of the FWP is continuously guided by Administrative Order No. 209 of 2004.
- A Checklist of Priority Activities is used to promote and monitor program activities.
- Regional Offices must keep accomplished checklists on file for reference in statistical performance reporting.
- The Bureau of Women and Young Workers is tasked with monitoring and guiding the FWP implementers.
Collaborative and Coordinative Requirements
- FWP implementers must coordinate with the DOH via the National Center for Disease Prevention and Control (NCDPC) and the Centers for Health Development (CHD).
- CHD personnel are responsible for DOH Family Health Program implementation and monitoring for workers and their families.
- Coordination extends to activities such as information dissemination on nutrition, hygiene, sanitation, and promotion of a drug-free workplace.
- Collaboration strengthens program delivery and compliance across government health and labor channels.
