The main objective is to intensify the implementation of the Family Welfare Program (FWP) through the provision of Family Health Program Services in workplaces, promoting the welfare of workers and their families.

The Family Welfare Program refers to the program promoted by DOLE that provides family welfare services to workers, carried out in the workplace by the employer through a Family Welfare Committee (FWC) or a similar workplace-based special body.

Family Health Program Services is the collective term used by the Department of Health (DOH) for the various services included in its package of Family Health Program Services in the Workplace.

Establishments employing 200 workers or more and unionized establishments are targeted to have Family Welfare Committees or similar in-plant bodies.

By the end of 2010, DOLE aims for all targeted establishments to have Family Welfare Committees or similar bodies carrying out family welfare services.

They shall provide assistance to smaller establishments or those without unions if they are interested and willing to form a Family Welfare Committee.

WINAP is an income generation or livelihood program promoted by the DOLE Regional Offices for the benefit of qualified Family Welfare Committees or their federations as part of the FWP.

Administrative Order No. 209 of 2004 continues to guide FWP implementation through the use of the Checklist of Priority Activities Related to FWP Implementation.

The Bureau monitors FWP implementation and guides implementers in promoting the formation of plant-level Family Welfare Committees and their federations.

DOLE links Family Welfare Committees with the DOH through the National Center for Disease Prevention and Control (NCDPC) and regional Centers for Health Development (CHD) for implementing and monitoring Family Health Program Services.

They jointly promote information dissemination on nutrition, hygiene, sanitation, and the promotion of a drug-free workplace, among other concerns.
