It is a DOLE Department Advisory enjoining all DOLE Regional and concerned central offices to intensify implementation of the Family Welfare Program (FWP) through provision of Family Health Program Services, consistent with DOLE’s welfare objectives and national development commitments.
The FWP is the DOLE-promoted program providing family welfare services to workers carried out in the workplace by the employer through a Family Welfare Committee (FWC) or similar workplace-based special body composed of representatives of labor, management, and the plant clinic (if any).

It is the collective term used by the Department of Health (DOH) for the different services included in its package of Family Health Program Services in the Workplace, as stated in the attached matrix.
They must target setting up and strengthening FWCs in all establishments employing 200 workers or more and in unionized establishments, aiming for 100% coverage by end of 2010.
The Advisory states that DOLE should assist establishments with less than 100 workers and/or with no unions, if they are interested and willing to form a committee for the purpose.
To facilitate FWP implementation and improve delivery of family welfare and family health program services to workers and their families within the DOLE area of coverage.
FWC or federations are to be linked with DOH through the National Center for Disease Prevention and Control (NCDPC) and its regional implementing arm, the Centers for Health Development (CHD).
They implement and monitor DOH Family Health Program Services for workers and their families, including collection of employer reports and other health service requirements.
Information dissemination on nutrition, hygiene and sanitation, promotion of a drug-free workplace, and other common program concerns.
