Base Pay Adjustments Rules

  • Section 4 requires adjustments of the monthly base pay according to these guidelines:
    • If the monthly base pay received by an INP member prior to the effectivity of Republic Act No. 6648 is higher than the base pay prescribed for the same grade, the former rate continues to be received as long as the member holds the same grade.
    • Upon promotion, the member receives the base pay rate for the new grade unless the base pay previously received is higher than the base pay for the new grade, in which case the member continues to receive the higher base pay when promoted.
    • If a member is demoted for cause, the member receives the base pay rate corresponding to the base pay prescribed for the new grade.
  • Section 4 authorizes municipalities and cities capable of increasing the current gross pay of Cadet, Sergeant, Corporal, Patrolman First Class and Patrolman Fireman to grant allowances.

Longevity Pay Computation and Limits

  • Section 5 grants longevity pay in addition to monthly base pay for uniformed members of the Integrated National Police in the active service.
  • Longevity pay equals 10% of the member’s monthly base pay for the member’s grade for each five years of satisfactory, faithful and efficient service rendered as officer, non-officer, and/or cadet of the Integrated National Police, whether heretofore or hereafter rendered.
  • Longevity pay is compounded every five years.
  • The Act caps longevity pay at a total amount not exceeding 50% of the uniformed member’s monthly base pay as prescribed by law.
  • Cadet service in the Philippine National Police Academy is limited to a maximum of two years only regardless of length of stay in the Academy.
  • Section 5 forbids payment of any back longevity pay for any period of services already rendered.

Allowances Authority and City/Municipal Condition

  • Section 6 empowers the Director General of the Integrated National Police to determine and prescribe reasonable allowances for uniformed members, subject to approval of the National Police Commission.
  • Section 6 identifies allowances the Director General may prescribe, such as subsistence, quarters, hazard, clothing, cost of living allowances, and other allowances enjoyed by Armed Forces of the Philippines members to improve morale and effectiveness.

Minimum Base Pay for Civilian Employees

  • Section 7 makes the rule effective December 1, 1987 for regular and permanent civilian employees of the Integrated National Police.
  • Such civilian employees must receive a minimum base pay of PHP 1,000 a month.
  • The minimum base pay is subject to the rationalized compensation and position classification plan of the national government established through studies by the Department of Budget and Management.
  • The studies by the Department of Budget and Management must be completed not later than March 31, 1988.

Funding and Appropriations Treatment

  • Section 8 funds the compensation adjustment from the Compensation and Organizational Adjustment Fund, the Contingent Fund, and other savings under Executive Order No. 87 (otherwise known as the General Appropriations Act for Fiscal Year 1987), or from unappropriated funds of the National Treasury.
  • Section 8 requires that the corresponding amount for the new compensation structure be included in the annual General Appropriations Act for the INP Budget for succeeding years.

Repeal and Modification of Inconsistent Rules

  • Section 9 repeals or modifies accordingly all presidential decrees, executive orders, letters of instructions, laws, or parts thereof that are inconsistent with Republic Act No. 6648.
