Questions (Republic Act No. 6648)

RA 6648 is titled the “INP Compensation Structure Act of 1987.” It rationalizes the compensation structure of members and civilian employees of the Integrated National Police (INP) in the active service and appropriates funds for the purpose.

All uniformed members of the Integrated National Police (INP) in the active service are covered. The Act also clarifies that when grades are mentioned, they include equivalent grades in the Fire Services.

The Act sets specific monthly base pay rates, e.g., Major General (₱8,000), Brigadier General (₱7,500), Colonel (₱6,000), Lieutenant Colonel (₱5,500), Major (₱5,000), Captain (₱4,000), Lieutenant (₱3,500), Cadet (₱2,400), Sergeant (₱2,400), Corporal (₱1,800), Patrolman First Class (₱1,300), and Patrolman (₱1,000).

The former (higher) rate shall continue to be received by the member as long as he holds the same grade.

The promoted member receives the base pay rate for the new grade, unless the base pay he previously received (before effectivity) is higher than the new grade’s base pay rate; in that case, he continues to receive the higher base pay.

He shall receive the base pay rate corresponding to the base pay prescribed for his new grade.

Municipalities and cities capable of increasing the current gross pay of Cadet, Sergeant, Corporal, Patrolman First Class and Patrolman Fireman are authorized to grant allowances.

Longevity pay equals 10% of the member’s monthly base pay for the grade for each five years of satisfactory, faithful, and efficient service. It is compounded every five years.

Total longevity pay cannot exceed 50% of the uniformed member’s monthly base pay as prescribed by law.

No. Services as cadet in the Philippine National Police Academy are limited to a maximum of two years regardless of length of stay in the Academy.

No. Nothing in the longevity pay provision authorizes payment of any back longevity pay for any period of services already rendered.

The Director General of the INP determines and prescribes reasonable allowances, subject to approval of the National Police Commission.

Examples include subsistence, quarters, hazard, clothing, cost of living allowances, and other allowances enjoyed by members of the Armed Forces of the Philippines to improve morale and effectiveness.

Such grants must be over and above the 18% city/municipal contribution required under Presidential Decree No. 632.

Effective December 1, 1987, regular and permanent civilian employees are given a minimum base pay of ₱1,000 per month, subject to the rationalized compensation and position classification plan of the national government, to be established through studies by the Department of Budget and Management (completed not later than March 31, 1988).

It takes effect as of December 1, 1987.

It shall be funded from the Compensation and Organizational Adjustment Fund, the Contingent Fund, and other savings under Executive Order No. 87 (the General Appropriations Act for Fiscal Year 1987), or from any unappropriated funds of the National Treasury. The corresponding amounts must be included in the annual General Appropriations Act for INP budget for succeeding years.

All presidential decrees, executive orders, letters of instruction, laws, or parts thereof inconsistent with RA 6648 are repealed or modified accordingly.
