Creation of the National Task Force to End Local Communist Armed Conflict
- Established under the Office of the President for implementation efficiency
- Mandated to execute the Whole-of-Nation approach
Composition of the Task Force
- Chaired by the President; Vice-Chaired by the National Security Adviser
- Members include Secretaries of key departments (Interior and Local Government, Justice, National Defense, Public Works, Budget, Finance, Agrarian Reform, Social Welfare, Education), and heads of agencies (NEDA, NICA, TESDA, AFP, PNP, NCIP)
- Includes Presidential Advisers on Peace Process and Indigenous Peoples' Concerns
- Incorporates two private sector representatives appointed by the President for one-year terms
- Members may designate alternates with sufficient authority
Powers and Functions of the Task Force
- Formulate and implement a National Peace Framework within six months
- Coordinate inter-agency efforts for conflict-affected areas
- Utilize resources and assistance from government agencies, LGUs, GOCCs, SUCs
- Review and modify peace policies, programs, and activities
- Organize multi-sectoral clusters or councils as needed
- Develop strategic communication, advocacy, and capacity-building for local peace initiatives
- Avoid duplication by reviewing mandates of offices involved in peace efforts
- Issue supplemental guidelines and policies
- Recommend implementation areas for peace programs under existing laws
- Perform other duties as directed by the President
National Peace Framework
- Contains principles, policies, plans for sustainable peace
- Addresses root causes of insurgencies and other conflicts
- Responsive to local contexts and needs
- Provides mechanisms for localized peace engagements under national supervision
Convergence and Participation
- All government agencies, GOCCs, and SUCs mandated to support the Task Force
- Encouragement for private sector, NGOs, and other stakeholders to participate in peace-building
National Secretariat
- Supported by a National Secretariat headed by an Executive Director appointed by the President (rank of Undersecretary)
- Executive Director to submit organizational and staffing pattern to DBM
- Initially assisted by personnel from Task Force member agencies
Functions of the National Secretariat
- Provide administrative and technical support to the Task Force
- Coordinate with agencies on plan implementation updates
- Ensure faithful execution of Task Force policies and programs
Funding
- Initial funding from existing agency appropriations and other sources identified by DBM
- Contingent Fund may be used if necessary
- Future funding included in OP budget and respective agency annual budgets
Sunset Clause
- Task Force to be dissolved upon fulfillment of its purpose or by the President's order
Separability Clause
- Invalidity of any Order provision does not affect remaining parts of the Order
Repeal Clause
- Repeals or modifies inconsistent orders, rules, and regulations
Effectivity
- Takes effect upon publication in the Official Gazette or a newspaper of general circulation
