To ensure efficient and effective implementation of the Whole-of-Nation approach towards ending local communist armed conflict by coordinating government agencies, local government units, civil society, and other stakeholders.
Formulating and implementing a National Peace Framework, ensuring inter-agency convergence, enlisting assistance from government entities, evaluating and integrating policies, organizing inter-agency clusters, developing communication and advocacy plans, reviewing peace effort mandates, issuing guidelines, recommending projects for the PAMANA Program, and other duties as directed by the President.
The National Peace Framework is a set of principles, policies, plans, and programs aimed at bringing inclusive and sustainable peace by addressing root causes of insurgencies and armed conflicts. It includes a mechanism for localized peace engagements or negotiations that are nationally directed but locally implemented.
Members include the President as Chair; National Security Adviser as Vice-Chair; Secretaries of Interior and Local Government, Justice, National Defense, Public Works and Highways, Budget and Management, Finance, Agrarian Reform, Social Welfare and Development, Education; Director Generals of NEDA, National Intelligence Coordinating Agency, TESDA; Presidential Advisers on Peace Process and Indigenous Peoples' Concerns; Chief of Staff of AFP; Director General of PNP; Chairperson of NCIP; Secretary of Presidential Communications Operations Office; and two private sector representatives.
The Executive Director leads the National Secretariat, providing technical and administrative support to the Task Force and ensuring the faithful execution of the Task Force's policies and programs, besides other functions assigned.
Initial funding is charged against existing appropriations of Task Force member-agencies and other DBM-identified funding sources, including the Contingent Fund where necessary. Future funding requirements are included in the budget proposals of the Office of the President and concerned agencies.
The Task Force shall be rendered functus officio (cease to function) upon accomplishment of its purposes or upon earlier dissolution by the President.
Yes. The separability clause provides that if any provision is declared invalid or unconstitutional, the other provisions not affected remain in full force and effect.
