Policy and declared objectives
- Executive Order No. 605 directs the adoption of ISO-based quality management systems to improve public governance.
- The Government Quality Management Program (GQMP) aims to promote and enhance public sector performance through ISO 9001:2000 Quality Management Systems.
- The GQMP aims to develop an institutional infrastructure that provides certification with international accreditation.
- The GQMP aims to establish citizens’ charters of key government offices to be provided to the transacting public as a service guarantee.
- The GQMP aims to recognize citizen-driven government organizations that have achieved ISO 9001:2000 certification for other government agencies to emulate.
Coverage and required adoption
- Executive Order No. 605 directs all departments and agencies of the Executive branch to adopt ISO 9001:2000 as part of the government-wide quality management program.
- Executive Order No. 605 covers government-owned and/or controlled corporations (GOCCs) and government financial institutions (GFIs) within the Executive branch direction to adopt ISO 9001:2000.
- ISO 9001:2000 quality management systems must be certified for demonstrated conformity with ISO 9001:2000 and the applicable Government Quality Management Systems Standards (GQMSS).
- Frontline services receive priority for certification and implementation.
- State Universities and Colleges (SUCs) are enjoined to establish and be certified with ISO Quality Management Systems (ISO-QMS).
- Local Government Units (LGUs), the Judiciary, the Legislature, and Constitutional offices are encouraged to develop ISO-QMS and pursue certification.
Government Quality Management Program components
- The GQMP includes Government Quality Management Systems Standards as a key component.
- Under the standards component, a guidance document is developed and relevant ISO management systems and standards are adapted to integrate provisions of pertinent laws and/or rules and regulations.
- The standards component is designed to cultivate a culture of quality and integrity in governance characterized by citizen-focused and well-performing government organizations.
- The GQMP includes Advocacy and Capability Building to promote awareness, generate support, harness resources, and develop organizational capabilities for establishing, implementing, and continuously improving quality management systems.
- The GQMP includes Certification of Agencies’ QMS to GQMSS, through the Philippine Certification for ISO Quality Management Systems (PISO-QMS).
- PISO-QMS recognizes qualified government organizations that have demonstrated conformity of their QMS to ISO 9001:2000 and GQMSS.
- PISO-QMS establishes the structure and mechanisms to ensure the credibility of all aspects of certification aligned with those standards.
Institutional structure: GQMC and mechanisms
- Executive Order No. 605 creates a Government Quality Management Committee (GQMC) to formulate policies and oversee implementation of the GQMP.
- The GQMC is composed of:
- the Department of Budget and Management as Chairman;
- the Department of Trade and Industry as Co-Chairman;
- the Department of the Interior and Local Government as member;
- the Office of the President-Internal Audit Office as member; and
- the Development Academy of the Philippines as member.
- The GQMC serves as the steering and policy-making body for the GQMP.
- The GQMC approves the standards, guidelines, and institutional mechanisms to implement the program.
- The GQMC coordinates with leagues and LGUs to formulate standards and mechanisms for LGU adoption to ensure GQMS certification at the local level.
- The GQMC coordinates with specific departments and agencies to address constraints in implementing relevant program activities.
- The GQMC formulates mechanisms to sustain ISO-QMS implementation among public sector organizations, including measures to fund the effort and recognition/incentive schemes for program participants.
- The GQMC monitors and evaluates the GQMP and effects appropriate adjustments when necessary due to changing domestic and international conditions.
- The GQMC submits progress reports to the President.
- The GQMC may invite resource persons from COA, CSC, local leagues, and local chief executive.
- The GQMC establishes technical working groups (TWG) when it deems it necessary.
- The GQMC organizes a secretariat that provides technical and administrative support; the secretariat reports directly to the GQMC and is manned by personnel of the member agencies.
Funding, implementing rules, and effectivity
- Implementation of the GQMP at the agency level is funded by the existing appropriations of the departments/agencies.
- The DBM Secretary is authorized to set aside funds to pursue certain Program activities.
- The GQMC immediately issues the necessary implementing rules and regulations and the guidance document.
- Executive Order No. 605 repeals provisions of existing administrative issuances, rules, and regulations on institutionalizing quality management systems in Government that are inconsistent with the order.
- The order takes effect upon its publication in a national newspaper of general circulation.
