Objectives of the Government Quality Management Program (GQMP)
- Enhance public sector performance through ISO 9001:2000 adoption.
- Develop an institutional infrastructure for internationally accredited certification.
- Establish citizens' charters that guarantee service quality and transparency.
- Recognize ISO-certified government organizations to serve as models for others.
Components of the GQMP
- Development of Government Quality Management Systems Standards integrating ISO standards and pertinent Philippine laws.
- Advocacy and Capability Building promoting awareness, support, resource harnessing, and organizational capability development for continuous quality improvement.
- Certification system named Philippine Certification for ISO Quality Management Systems (PISO-QMS) to recognize qualified agencies demonstrating conformity.
Institutional Structure and Mechanisms
- Creation of the Government Quality Management Committee (GQMC) responsible for policy formulation and oversight of GQMP.
- GQMC Composition includes heads of DBM (Chairman), DTI (Co-Chairman), DILG, Office of the President-Internal Audit Office, Development Academy of the Philippines.
- Functions include policy making, approval of standards, LGU coordination, addressing implementation constraints, funding and incentive mechanisms, monitoring, and reporting to the President.
- GQMC may invite resource persons from COA, CSC, local leagues, and local chief executives.
- Establishment of Technical Working Groups (TWGs) and a secretariat from member agencies for technical and administrative support.
Funding
- Agency-level implementation funded from existing departmental appropriations.
- Secretary of Budget and Management authorized to allocate additional funds for program activities.
Implementing Rules and Regulations
- The GQMC is mandated to issue implementing rules, regulations, and guidance documents immediately.
Repealing Clause
- Inconsistent provisions of existing administrative issuances, rules, and regulations on government quality management systems institutionalization are repealed.
Effectivity
- The Executive Order becomes effective upon publication in a national newspaper of general circulation.
