Establishment of the Philippine Greenhouse Gas Inventory Management and Reporting System (PGHGIMRS)

  • Department of Energy: Energy sector.
  • Department of Environment and Natural Resources: Waste, industrial processes, land-use, and forestry sectors.
  • Department of Transportation and Communications: Transport sector.
  • The CCC may involve local government units, academe, and private/public institutions for assistance.
  • PSA may assist other lead agencies in conducting sectoral inventories.

Duties of Lead Agencies

  • Conduct, document, archive, and monitor specific sectoral GHG inventories.
  • Report sectoral GHG data to the CCC according to agreed reporting schemes.
  • Perform additional functions necessary for Order implementation.

Funding Provisions

  • Implementing agencies may use current appropriations to fund activities under the Order.
  • Future funding needs to be included in annual budget proposals through the General Appropriations Act.
  • Use of funds is subject to government accounting and auditing rules.

Reporting Requirements

  • CCC must submit an annual implementation and fund disbursement report to the Office of the President.

Implementing Rules and Regulations

  • CCC is tasked to develop a Guidance Document within 30 days from the Order’s effectivity.
  • The document will serve as implementing rules for conducting and managing the PGHGIMRS.

Separability Clause

  • If any provision is declared invalid or unconstitutional, remaining provisions stay in effect.

Repealing Clause

  • All existing orders, rules, or regulations inconsistent with this Order are repealed or modified accordingly.

Effectivity

  • The Order takes effect immediately upon publication in a newspaper of general circulation.
