The purpose of Executive Order No. 174 is to institutionalize the Philippine Greenhouse Gas Inventory Management and Reporting System (PGHGIMRS) to enable the country to transition towards a climate-resilient pathway for sustainable development.

The Climate Change Commission (CCC) is designated as the overall lead agency in the implementation of the PGHGIMRS.

The CCC shall provide direction and guidance in the accounting and reporting of GHG emissions, develop the system for archiving, reporting, monitoring, and evaluating GHG inventories, and provide continuous capacity-building initiatives for the conduct of GHG inventories.

The lead agencies are: Department of Agriculture and Philippine Statistics Authority for agriculture; Department of Energy for energy; Department of Environment and Natural Resources for waste, industrial processes, and land-use and forestry; Department of Transportation and Communications for transport.

Lead agencies are responsible for conducting, documenting, archiving, and monitoring sector-specific GHG inventories; reporting sector-specific GHG data to the CCC; and performing other functions necessary for effective implementation of the Order.

Article II, Section 16 of the 1987 Philippine Constitution provides that the State shall protect and advance the right of the people to a balanced and healthful ecology, which supports the establishment of the PGHGIMRS.

The PGHGIMRS is established pursuant to the Philippine Clean Air Act of 1999 (RA 8749) and the Climate Change Act of 2009, as amended by RA 10174.

Implementing agencies can charge necessary amounts against their current appropriations. Subsequent funding will be incorporated into their annual budget proposals through the General Appropriations Act.

The PSA assists other lead agencies in conducting sectoral GHG inventories and is a lead agency for the agriculture sector alongside the Department of Agriculture.

The Order takes effect immediately upon publication in a newspaper of general circulation. All issuances or rules inconsistent with the Order are repealed or modified accordingly.
