Objectives of the Government Quality Management Program (GQMP)

Components of the GQMP
- Government Quality Management Systems Standards (GQMSS): Develop guidance documents integrating ISO and relevant laws for quality governance.
- Advocacy and Capability Building: Promote awareness, resource mobilization, and organizational capacity in QMS implementation.
- Certification Mechanism: Establish Philippine Certification for ISO QMS (PISO-QMS) to recognize government organizations meeting ISO and GQMSS standards.
Institutional Structure and Mechanisms
- Creation of the Government Quality Management Committee (GQMC) to formulate policies and oversee GQMP.
- Composition: Heads of DBM (Chairman), DTI (Co-Chairman), DILG, Office of the President-Internal Audit, and DAP.
- Functions: Policy-making, standards approval, coordination with LGUs, resource mobilization, monitoring, evaluation, and reporting to the President.
- Authority to form Technical Working Groups (TWGs) and organize a Secretariat for support.
- Inclusion of resource persons from COA, CSC, local leagues, and chief executives.
Funding and Resource Allocation
- Implementation funded through existing appropriations of respective agencies.
- DBM Secretary authorized to allocate funds for specific Program activities.
Implementing Rules and Regulations
- GQMC tasked with issuing necessary implementing rules, regulations, and guidance documents to operationalize the GQMP.
Repealing Clause
- Supersedes all inconsistent provisions from existing administrative issuances, rules, and regulations on quality management systems in government.
Effectivity
- The Executive Order takes effect upon publication in a newspaper of general circulation.
