The main purpose of Executive Order No. 605, s. 2007 is to institutionalize the structure, mechanisms, and standards to implement the Government Quality Management Program (GQMP), which involves adopting ISO 9001:2000 Quality Management Systems in all government agencies to improve public sector performance.

All departments and agencies of the Executive branch, including government-owned and/or controlled corporations (GOCCs), government financial institutions (GFIs), and State Universities and Colleges (SUCs) are directed to adopt ISO 9001:2000 Quality Management Systems. Local Government Units (LGUs), Judiciary, Legislature, and Constitutional offices are encouraged to develop and pursue certification.

The objectives are to promote and enhance public sector performance through ISO 9001:2000 adoption, develop an institutional infrastructure for certification with international accreditation, establish citizens' charter in key government offices as a service guarantee, and recognize citizen-driven government organizations that have attained ISO certification.

The key components include Government Quality Management Systems Standards (GQMSS) development, Advocacy and Capability Building to promote awareness and support, and Certification of Agencies' Quality Management Systems to the GQMSS through the Philippine Certification for ISO QMS (PISO-QMS).

The Government Quality Management Committee (GQMC) is created to formulate policies and oversee the implementation of the GQMP.

The GQMC is composed of the heads of the Department of Budget and Management (Chairman), Department of Trade and Industry (Co-Chairman), Department of the Interior and Local Government (member), Office of the President-Internal Audit Office (member), and the Development Academy of the Philippines (member).

Its functions include serving as the steering and policy-making body for GQMP, approving standards and mechanisms, coordinating with local governments and agencies, formulating sustaining mechanisms including funding and recognition, monitoring and evaluation, and submitting progress reports to the President.

Implementation at the agency level shall be funded by existing appropriations of departments/agencies, and the DBM Secretary is authorized to set aside funds for certain program activities.
