Rodrigo Roa Duterte's Executive Order No. 66 institutionalizes the Philippine Anti-Illegal Drugs Strategy (PADS), mandating government agencies and local government units to implement comprehensive drug prevention and control measures while promoting collaboration with non-government organizations to combat the illegal drug problem.

Policy to institutionalize PADS

  • The Order requires all government offices, departments, bureaus, agencies, and offices to implement the Philippine Anti-Illegal Drugs Strategy (PADS) in accordance with their respective mandates (Section 1).
  • Government entities must ensure active and unified execution of tasks under the PADS consistent with their functions (Section 1).
  • Non-government organizations, civil society organizations, and private institutions are encouraged to support the projects and programs under the PADS (Section 1).

Lead agency and operational planning

  • The Dangerous Drugs Board (DDB) is the lead agency for implementation of the PADS (Section 2).
  • Government departments and agencies, including GOCCs and SUCs, must formulate and submit to the DDB their implementing and operational plans for the PADS within sixty (60) days from the effectivity of this Order, to the extent consistent with their mandates (Section 3).

Drug-free workplace and authorized testing

  • All government entities and LGUs must formulate and adopt Drug-Free Workplace Programs (Section 4).
  • All government entities and LGUs must conduct Authorized Drug Testing among their respective officials and personnel (Section 4).
  • Implementation of drug-free workplace programs and authorized drug testing must follow Republic Act No. 9165 and relevant DDB and Civil Service Commission issuances (Section 4).
  • DOLE must ensure formulation and implementation of Drug-Free Workplace Programs and Authorized Drug Testing in the private sector in accordance with DDB and DOLE issuances (Section 4).
  • DOLE must submit to the DDB status reports on DOLE’s compliance with this directive (Section 4).
  • Drug-Free Workplace Programs and Authorized Drug Testing must be conducted in a manner consistent with the Constitution, law, and applicable issuances of the DDB and other implementing government agencies (Section 4).

LGU support, councils, partnerships, and funding

  • LGUs are encouraged to support and implement the PADS through:
    • Formulating and submitting their own implementing and operational plans to the DDB (Section 5(a)).
    • Establishing and/or strengthening Anti-Drug Abuse Councils in accordance with DILG–DDB Joint Memorandum Circular No. 2018-01 and existing laws, rules and regulations (Section 5(b)).
    • Working in partnership with the Philippine Drug Enforcement Agency and the Philippine National Police in implementing the PADS, including barangay drug clearing operations, consistent with DDB Board Regulation No. 3 (s. 2017) and other relevant laws, rules and regulations (Section 5(c)).
    • Coordinating with the Department of Health on the assessment and management of persons found using or abusing dangerous drugs in their localities under Section 76 of Republic Act No. 9165 and other relevant laws, rules and regulations (Section 5(d)).
    • Appropriating a portion of annual appropriations for anti-illegal drugs programs, projects, and activities under Section 51 of Republic Act No. 9165 and other applicable laws, rules and regulations (Section 5(e)).
  • LGUs may adopt other projects, programs, and initiatives that further the objectives of the PADS (Section 5).
  • The DILG must monitor support for and implementation of the PADS and this Order at the level of LGUs (Section 5).

Compliance performance standards

  • The DDB, in consultation with implementing government entities and participating LGUs, must develop performance standards to ensure compliance of concerned agencies with the PADS (Section 6).

Nationwide drug abuse prevalence survey

  • The DDB must conduct a nationwide survey to determine drug abuse prevalence in the country every three (3) years (Section 7).
  • The Philippine Statistics Authority must provide full technical assistance to the DDB for the conduct of this survey (Section 7).

Monthly annual reporting and review cycle

  • The DDB continuously reviews and studies the PADS (Section 8).
  • Every government entity must submit to the DDB an Annual Report every month of February of each year (Section 8).
  • The Annual Report must outline or detail accomplishments relative to the government entity’s tasks, undertakings, programs, and projects under the PADS (Section 8).

Funding responsibilities

  • Initial funding requirements for implementation of this Order must be charged against the current appropriations of the DDB and its member-agencies (Section 9).
  • Funding for succeeding years must be included in the concerned agencies’ annual budget proposals, subject to evaluation by the Department of Budget and Management and the usual budget process (Section 9).

Separability, repeals, and effectivity rule

  • If any provision is declared invalid or unconstitutional, the remaining provisions continue in full force and effect (Section 10).
  • All orders, rules and regulations inconsistent with this Order are repealed or modified accordingly (Section 11).
  • Effectivity occurs upon completion of publication in a newspaper of general circulation (Section 12).
