Rodrigo Roa Duterte's Executive Order No. 66 institutionalizes the Philippine Anti-Illegal Drugs Strategy (PADS), mandating government agencies and local government units to implement comprehensive drug prevention and control measures while promoting collaboration with non-government organizations to combat the illegal drug problem.

Questions (EXECUTIVE ORDER NO. 66)

To institutionalize the Philippine Anti-Illegal Drugs Strategy (PADS) and direct all government entities (including GOCCs and SUCs) and encourage non-government support to implement PADS consistent with their mandates.

The DDB is designated as the lead agency responsible for implementing the PADS.

To formulate and submit to the DDB their respective implementing and operational plans relative to the PADS within sixty (60) days from EO No. 66’s effectivity.

No. NGOs, civil society organizations, and private institutions are only encouraged to actively support PADS projects and programs.

All government entities and LGUs must formulate and adopt their respective Drug-Free Workplace Programs and conduct Authorized Drug Testing among their officials and personnel, in accordance with RA No. 9165 and relevant DDB and Civil Service Commission issuances.

EO No. 66 tasks the Department of Labor and Employment (DOLE) to ensure formulation and implementation of Drug-Free Workplace Programs and Authorized Drug Testing in the private sector, consistent with DDB and DOLE issuances.

The DOLE, which must submit status reports to the DDB on DOLE’s compliance with the directive.

They must be implemented in a manner consistent with the Constitution, law, and applicable issuances of the DDB and other relevant implementing agencies.

Among others: (a) formulate and submit their own plans to the DDB; (b) establish/strengthen Anti-Drug Abuse Councils under DILG-DDB Joint Memorandum Circular No. 2018-01; (c) partner with PDEA and PNP and conduct barangay drug clearing operations per DDB Board Regulation No. 3 (s. 2017); (d) coordinate with DOH for assessment and management under Sec. 76 of RA 9165; and (e) appropriate part of annual appropriations for anti-illegal drugs programs per Sec. 51 of RA 9165.

The DILG is directed to monitor LGU support and implementation of the PADS and the EO.

EO No. 66 requires performance standards to ensure compliance with the PADS; the DDB, in consultation with implementing agencies and participating LGUs, shall develop these standards.

Every three (3) years, the DDB must conduct a nationwide survey to determine drug abuse prevalence in the country.

PSA shall provide full technical assistance to the DDB in conducting the survey.

All government entities must submit to the DDB an Annual Report every February of each year outlining/detailing accomplishments relative to their tasks, undertakings, programs, and projects under the PADS.

Initial funding is charged against current appropriations of the DDB and its member-agencies; succeeding years’ budgetary requirements must be included in annual budget proposals of concerned agencies, subject to DBM evaluation and the usual budget process.

Immediately upon completion of its publication in a newspaper of general circulation.

Separability: if any provision is declared invalid/unconstitutional, the remaining provisions remain in force. Repealing: all inconsistent orders/rules/regulations are repealed or modified accordingly.
