Objectives of the Government Quality Management Program (GQMP)
- Enhance public sector performance by adopting ISO 9001:2000 QMS across government agencies.

- Recognize government organizations attaining ISO 9001:2000 certification to serve as models for others.
Key Components of the GQMP
- Development of Government Quality Management Systems Standards integrating ISO and legal provisions to foster quality and integrity in governance.
- Advocacy and capability-building activities to promote awareness, support, resource mobilization, and organizational skills for QMS implementation and improvement.
- Establishment of the Philippine Certification for ISO Quality Management Systems (PISO-QMS) to certify and recognize qualified government organizations.
Institutional Structure and Mechanisms
- Creation of the Government Quality Management Committee (GQMC) to formulate policies and oversee GQMP implementation.
- The GQMC comprises heads of DBM (Chairman), DTI (Co-Chairman), DILG, Office of the President-Internal Audit Office, and the Development Academy of the Philippines.
- GQMC Powers and Functions include policy-making, standards approval, coordination with LGUs and leagues, addressing implementation issues, sustaining ISO-QMS efforts, monitoring and evaluating program progress, and reporting to the President.
- The GQMC may invite resource persons from COA, CSC, local leagues, and local officials.
- Establishment of technical working groups (TWG) and a secretariat for technical and administrative support.
Funding
- Agencies must fund GQMP implementation from existing budgets.
- The Secretary of Budget and Management may allocate additional funds for specific program activities.
Implementing Rules and Regulations
- The GQMC is tasked to immediately issue the necessary implementing rules and guidance documents.
Repealing Clause
- Any conflicting provisions in existing administrative issuances, rules, and regulations on quality management systems are repealed.
Effectivity
- The Executive Order takes effect upon publication in a national newspaper of general circulation.
