Gloria Macapagal-Arroyo's Executive Order No. 605 mandates the adoption of ISO 9001:2000 Quality Management Systems across all government agencies to enhance public sector performance and establish a framework for quality governance.

All departments and agencies of the Executive branch, including government-owned or controlled corporations (GOCCs), government financial institutions (GFIs), and State Universities and Colleges (SUCs), are directed to adopt ISO 9001:2000 Quality Management Systems. Local Government Units (LGUs), Judiciary, Legislature, and Constitutional offices are also encouraged to adopt and pursue certification.

The objectives of the GQMP are to promote and enhance public sector performance through ISO 9001:2000 adoption; develop an institutional infrastructure for internationally accredited certification; establish a citizen's charter as a service guarantee; and recognize ISO-certified government organizations for others to emulate.

The key components include: 1) Government Quality Management Systems Standards, involving development of guidance documents integrating ISO and legal requirements; 2) Advocacy and Capability Building to promote awareness and support; and 3) Certification of Agencies' Quality Management Systems through the Philippine Certification for ISO Quality Management Systems (PISO-QMS).

The Government Quality Management Committee (GQMC) is created to formulate policies and oversee the GQMP implementation.

The GQMC is composed of the heads of the Department of Budget and Management (Chairman), Department of Trade and Industry (Co-Chairman), Department of the Interior and Local Government (member), Office of the President-Internal Audit Office (member), and Development Academy of the Philippines (member).

The GQMC serves as the policy-making body for the GQMP, approves standards and mechanisms, coordinates with local governments, addresses implementation constraints, formulates sustainability mechanisms, monitors and evaluates the program, and submits progress reports to the President.

The implementation at the agency level is funded from existing appropriations of departments and agencies. The Secretary of Budget and Management is authorized to set aside funds for certain Program activities.

LGUs are encouraged, but not mandated, to develop ISO Quality Management Systems and pursue certification.

Previous administrative issuances, rules, and regulations inconsistent with EO No. 605 regarding institutionalizing quality management systems in government are repealed accordingly.
