Mandating CPE for License Renewal

The PRC is empowered under P.D. 223 to adopt policies such as CPE programs for the maintenance of professional standards.
The PRC exercises supervision and control over the implementation of CPE programs adopted by the various PRBs.
The Office of the President exercises administrative supervision over the PRC as per Executive Order No. 56.

The CPE programs aim to enhance and maintain high professional, technical, and ethical standards.
They ensure that professionals stay current with modern trends and technologies in their fields.
The program supports the delivery of high-quality, globally competitive professional services under the General Agreement on Trade in Services (GATS).
It seeks to secure public safety and protection by ensuring competent professional practice.

The PRC, after consulting with the PRBs, shall issue standardized guidelines and procedures for CPE implementation.
These guidelines will include:
- Definitions and objectives of CPE.
- Establishment of a CPE Council, including its composition, terms, functions, and meetings.
- Accreditation of CPE activities including conventions, conferences, seminars, workshops.
- Credit requirements for CPE and provisions for exemptions.
- Sanctions for non-compliance with CPE requirements.

Professionals are required to complete CPE programs to upgrade technical expertise continuously.
This enhances public trust and confidence in the competence and quality of services rendered by professionals.
It fosters national development by ensuring a reservoir of highly skilled, ethical professionals.

Any previous executive issuances or provisions inconsistent with the mandatory CPE requirements are repealed or modified accordingly.

The Executive Order takes effect immediately upon its issuance, reinforcing the immediate compliance and enforcement of CPE programs.
