Fidel V. Ramos mandates the completion of Continuing Professional Education (CPE) programs as a prerequisite for the renewal of professional licenses, ensuring that professionals maintain high standards and remain competitive in their fields.

Q&A (EXECUTIVE ORDER NO. 266)

Section 14, Article XII of the 1987 Philippine Constitution promotes the sustained development of a reservoir of national talents consisting of Filipino scientists, professionals, and high-level technical manpower.

Under Sections 5(a) and 6(a) of Presidential Decree 223, as amended, the PRC is empowered to adopt policies, such as the Continuing Professional Education (CPE) programs, designed to enhance and maintain high professional, technical, and ethical standards in the practice of the professions.

Completion of CPE programs is mandatory to ensure that professionals upgrade and improve their technical knowledge and skills, remain updated with modern trends and technology, maintain global competitiveness, and secure public safety and protection.

The Professional Regulation Commission (PRC) is authorized to supervise and control the implementation of CPE programs adopted by the respective Professional Regulatory Boards.

The CPE Council is responsible for overseeing the continuing professional education programs including determining program standards, accrediting activities, and ensuring compliance with guidelines, as well as holding meetings to address various issues involving CPE.

Any executive issuances, orders, or provisions inconsistent with EO No. 266 are deemed modified or repealed to the extent of the inconsistency.

Executive Order No. 266 took effect immediately upon its signing on July 25, 1995.

It aims to protect the public by ensuring that professionals maintain competence and provide high-quality service through updated technical knowledge and skills, thereby assuring the public safety and rendering globally competitive services.
