Objectives and Establishment of the Philippine Qualifications Framework (PQF)
- The PQF is established to:
- Adopt national standards and levels for education outcomes.
- Develop pathways and equivalencies for smooth transitions between education/training sectors and the labor market.
- Align with international qualifications frameworks to facilitate national and international mobility of workers.
Creation and Composition of the PQF National Coordinating Committee
- The committee is chaired by the Secretary of the Department of Education (DepEd).
- Members include representatives from TESDA, CHED, DOLE, and PRC.
Functions of the PQF National Coordinating Committee
- Issue Implementing Rules and Regulations within 60 days.
- Provide regular progress and accomplishment reports to the Office of the President.
Industry Sector Involvement
- Industry representatives shall be consulted during PQF detailing and application.
- Ensures alignment of educational outcomes with actual job requirements.
Qualifications Levels and Descriptors
- PQF features 8-level qualification descriptors.
- Descriptor criteria include knowledge, skills and values, application, and degree of independence.
Development and Implementation of Learning Standards
- DepEd, TESDA, and CHED must create detailed descriptors for each qualification level.
- These descriptors are based on:
- Basic education learning standards.
- Competency standards from training regulations.
- Policies and standards of higher education programs.
- Joint implementation of pilot programs to test relevance and applicability across education levels.
Review and Alignment of Licensure Examinations
- PRC and CHED shall review licensure exam frameworks and content.
- Exams will be aligned with the PQF to ensure consistency and relevance.
Establishment of a Technical Secretariat
- DepEd, TESDA, and CHED shall form a permanent Technical Secretariat from current staff.
- May contract experts in areas like equivalencies, accreditation, curriculum development, and testing.
Funding Provisions
- PQF implementation funds shall come from existing budgets of DepEd, TESDA, and CHED.
Repealing Clause
- All prior orders or regulations inconsistent with this EO are revoked or modified.
Separability Clause
- Invalidity of any provision does not affect the validity of other provisions.
Effectivity
- The Executive Order takes effect immediately upon publication in a newspaper of general circulation.
